Program otvaranja osmih Dubrovačkih medijskih dana

Osmi Dubrovački medijski dani održat će se kao dvodnevna konferencija 16. i 17. studenoga. Na ovom će blogu, kao i na društvenim mrežama koje prate konferenciju, u narednim postovima biti riječ o programu konferencije podijeljenom u nekoliko panela.
Konferencija službeno započinje u petak 16. studenoga u 16:30 registracijom predavača.  Slijede ih obraćanja organizatora konferencije dr. sc. Mata Brautovića, pročelnika Odjela za komunikologiju i rektorice Sveučilišta prof. dr. sc. Vesne Vrtiprah.

The nature of an election makes it vulnerable to a range of security threats against participants, infrastructure, information and materials. 
Effective election security analysis must draw on information and expertise from multiple arenas.  A high-level of communication and coordination among the agencies responsible for the administration and security of an election is a significant advantage.  Neither can security analysis and planning be effective when it occurs only in a period shortly before the electoral process starts, nor depend solely on reactive strategies.  Anticipating and pre-empting security risks, mitigating their impact or probability of occurrence, is a strategic endeavour of both the electoral authorities and their security partners.

E-Participation and Greece - the time before and after the economic crisis

We are part of a society with so many problems of political configuration. Political ideas, political theories they seem to be ignored in our societies. Our priorities are different. We have lost our faith in political ideologies. Our aim should be the redefinition of ideas like “participation” as well as an attempt to see in which way it can be translated into reality. We should use the impact of new technologies in order to understand the dimension of participation. So the goal of this lecture is to declare the requirement of new technologies on democracy. His study focus on Greece and the way that the government of Prime Minister George Papandreou made an effort in order to enforce (period of 2009) the contact with the citizens. It was a short period and G. Papandreou had to deal also with EE and the financial problems of his country. Papadopoulu will describe his approach and the role that took social media to endorse it.

The use of Twitter at 2011 Turkish general elections by the party leaders and its members

This study is a part of an ongoing project called “Examination of Social Media Environments in Terms of Political Communication Practices: The Use of Facebook and Twitter by Political Parties  and their Leaders at 2011 Turkish General Elections” which is funded by The Scientific and Technological Research Council of Turkey during November 2011-November 2012 (Research Project Number: 111k263). The project, mainly accepting that Web 2.0 has a contribution to the development of citizenship culture, aims to examine the uses of social media environments, Facebook and Twitter by Turkish political parties and their leaders at 2011 Turkish General Elections. The usage  of the social media compared to traditional methods and techniques of political communication provides many opportunities to the different actors of politics. These opportunities are due to the possibilities of new media environment, such as digitalization, interactivity, user-generated content creation, hypertextuality, dissemination and virtuality. These characteristics enable voters to react instantly and to be included in discursive practices in political communication through e-deliberation. Hence, the position of the political party and/or the political discourse of political party leader would change. By  examining the relationship through the discursive practices of social media interface this project aims to discuss the possible converting effects of discursive practices of political parties by the usage of social media in the process of political communication. For that purpose, texts that are produced and disseminated in web 2.0 environments (posts on Facebook, Tweets on Twitter) are analyzed with both quantitative content analysis and discourse analysis.

The potential and limits of facebook and other social media in anti-corruption campaigns of civil society organizations: Case of Bosnia and Herzegovina

"In most transition countries, there is a high level of corruption in different social spheres, and Bosnia and Herzegovina is one of the most corrupt countries in Europe. Thanks to their potential, social networks can be a suitable communication tool in anti-corruption campaigns. In 2008., B&H was among the top ten countries in the world by number of Facebook users with regard to the number of its inhabitants. Bearing in mind the presence of these two phenomena in B&H, and the experiences of some countries in which social media was used to mobilize citizens, I explore the possibility of using Facebook and other social media for the development of civic activism and the fight against corruption in transition countries such as B&H. The aim of the paper is to determine in what ways and under what social conditions social media can encourage civic activism. The following methods were used: analysis of the content of the facebook profiles of civil society organization that implement the anti-corruption campaigns in B&H; content analysis of crowdsourcing platforms for reporting corruption; a questionnaire for representatives of civil society organizations and a comparative method."


Usage of Social Media by Political Actors: An Analysis on the Usage of Twitter by Leaders of Political Parties in Turkey

The effectiveness of social media applications is becoming increasingly important in the public sphere. Politicians, who are the actors of representation and decision-making in the public sphere, recognized these applications and they have begun to use social media applications for the political participation of public and find out the demands of them.  Nowadays, many politicians actively use social networks both in Turkey and around the world, thus, they are able to reach more people and radiate their political views to a wider audience. Social media, that create a common medium of communication between citizens and politicians, paves the way for the accountability of politicians, permits the people to questioning them, and also opens a door to the politicians for to influence the citizens or to learn the thoughts of citizens about their politics or performance. Social networks, that offer the citizens to act more transparent and more independent, by this way, also have develope the participatory democracy.
This study aims to explore how the leaders of political parties that represented in the parliament in Turkey, use the social media. In order to determine the social media usage profile of party leaders in Turkey, the frequency and objectives of usage social media by politicians will be examined. The analysis will be conducted on the politicians’ message, language, discourse, visual material etc. which share on Twitter. Further more, the study will also handle whether the politicians use the twitter interactively -answer the questions of their fallowers- or not. The findings that obtained from the survey will show us how effective the party leaders use the social media to reach the public.

Domagoj Bebić is a senior assistant at the Faculty of Political Science of the University of Zagreb, where he lectures several courses in the field of new media: Cyber ​​Politics, Public relations and new media, Social media and Methods and techniques in new media. He owns a public relations agency Quintana Communications, where he works for several well-known international and domestic brands.
Social media tools are easy to use, but civil servants need support and training to develop dialogue and interaction skills and governments must help them with it. The opportunities that social media can potentially generate through its inexpensive and omnipresent nature are great.


Communication Aspects of Official Web Pages of Split-Dalmatia County Cities

In this work official web pages of all cities in Split-Dalmatia County are analysed and answers are provided in relation to important issues relevant for its development. Besides economic, cultural and informative contents, the possibility of citizens' inclusion and influence on decision making relevant for local community was also investigated. In which way and to what extent have city authorities opened communications channels by help of social networks and what is visible from the official web pages? All mentioned results in getting guidelines for further enhancement of citizens' inclusion in regard to the relevant issues through use of modern informational-technological possibilities. City authorities that manage resources in 16 cities on the islands, coast and hinterland of Split-Dalmatia County communicate in different ways with their target public and depending on the specifities and level of urban development of their communities use the possibilities of web pages. Global public sphere offers the possibility of presenting all potentials by way of social networks to all that recognized the communications space. The objective to strive for is strength of social networks that is directed towards opening of  two-way communication with citizens which is also indicated by the results of carried out research.


Impact of Social Media on National Security: Threats and Opportunities

Social Media are connection and mass communication tools, characterized by a global diffusion and an ever-growing level of use, considering their handiness and flexibility, as well as their extreme cheapness. Using these media can cause several negative effects for national security and unfavourable consequences for a state’s strategic interests. Nevertheless, their use can also lead to remarkable opportunities for a country in order to reach its strategic relevant goals, foresee how threats will work in the future and figure out how to counter their effects.
